Mexico Retirement Real Estate Hopefuls Learn Rules of Buying
Chicago area residents are signing up to fill another evening seminar with hopefuls interested in retiring or investing in Mexico's booming vacation and retirement homes market.

Still a totally different system - Mexico's Real Estate market has become a lot safer and a lot more transparent - and demand for alternatives to the USA's collapsing housing market and infrastructure has led more and more seniors to get to know the process before jumping in.

Former Seattlites are reinventing themselves in the hills of San Miguel from the Seattle Times newspaper
It's Friday night at Bella Italia, and if it weren't for the smell of corn roasting on a sidewalk grill and the mariachis singing in the town square a block away, you might think this crowded Italian restaurant tucked behind stone walls in an outdoor courtyard was somewhere in Rome — not in San Miguel de Allende, a desert town deep in the heart of Mexico.

Lights strung across the trees flicker in the warm breeze as waiters uncork bottles of Chianti and deliver plates of fresh mozzarella, salami and roasted peppers. At a table near the bar, a group from Seattle polishes off platters of roasted duck as jazz trumpeter and Oregon native son Doc Severinsen takes the stage.

Looking much younger than 81 in his bluejeans and white shirt, he's packed the house as he always does when he leaves his retirement retreat in the hills above town to jam with a local Mexican band.

"There's an old saying," says Larry Sands, a former advertising executive from Tacoma, glancing at a group of silver-haired women shimmying and swaying at the next table over.

"People go to Florida to die. People come to San Miguel to live."

LEONA CAMP steers her Toyota SUV off the highway and onto a dirt road a few miles from Mega Foods, the Mexican version of Wal-Mart, where she does her weekly shopping.

There's a birthday celebration planned for 1-year-old Paulina, the youngest resident at Casa Hogar Santa Julia, a home run by Catholic nuns for girls whose families can't or won't care for them. Dressed comfortably in a T-shirt, turquoise cotton pants and clogs, Camp sprints around the dining room, taking pictures of the girls in party hats and masks helping Paulina blow out the single Mickey Mouse candle on her cake.

Volunteer photographer is just one of the new jobs this grandmother of six and former nurse has taken on since she and her husband, Gerry, retired in Mexico 2 ½ years ago. She helps manage a bookstore at the public library, leads Sunday house and garden tours and, although she'd never written before, reports for the local bilingual newspaper.

Now in their late 60s, the Camps sold their home in Northern California and keep only an apartment in their daughter's basement in Seattle. For them and others who left family and friends behind to settle here in the mountains of Central Mexico, retirement is less about finding a sunny, cheap place to live than it is about joining a community where people thrive on the idea of starting life anew.

Gerry, a former English teacher who loved acting, now directs plays for a community theater group and teaches English and math online at his kitchen computer.

"There's something about San Miguel and the people who wind up here," says Leona Camp. "People reinvent themselves."

What drives people to pull up roots and move to a foreign country, not as footloose backpackers but as aging adults with children, homes, the usual medical concerns and a lifetime of possessions?

Economics, certainly. With property taxes of just around $90 last year on a new $300,000, 3,500-square-foot stone-and-stucco retreat overlooking a lake, the Camps live on $2,500 a month in Social Security payments.

They take moonlight swims in their lap pool, and the nearly year-round springtime weather means Leona no longer has to take allergy shots or as much asthma medicine. But what really keeps them here, they say, are the kinds of people they now call friends. There's an American neighbor who makes and plays Japanese-style flutes; a writer and artist who lived with the Dalai Lama for 17 years; a conservative couple from Texas with whom they watched election results on Super Tuesday, and the young female Mexican architect who worked on their home.

Sitting on the couch in a living room decorated with art they brought back from their five years in Spain, Leona starts to cry when she talks about the time the family spent together in San Miguel more than 30 years ago. She and Gerry, who grew up in Spokane, brought their four children here in an RV in 1974 to live for three months while he was on sabbatical.

A man delivered wood to their house on the back of a burro so Gerry could build a fire to heat water. The Hotel La Siesta trailer park where they camped the first night is still around.

"When we came back here," says Leona, "it felt like we were coming home."

One daughter still can't understand their decision to live in a country many Mexicans try to escape. It's a subject that comes up when they return to Seattle to see doctors, not because they can't find good care in San Miguel (doctors here still make house calls), but because Medicare doesn't cover them in Mexico. In an emergency, they'd have to pay out of pocket. "And if it was really expensive," says Leona, "we'd have to put it on our Visa or sell the house, because we have no savings."

It's a risk they decided to take.

On a recent driving trip back to the U.S., they played a game called "Goin' Back."

"Along the way we would pull into different towns and say, 'Well, here's a place where we could retire. It was awful. Yuma (Arizona) was the worst. Just RVs and trailers . . . sit around and talk and start happy hour early. That's just not for us."

NINE HOURS' drive from the ocean, San Miguel de Allende sits like a Tuscan hill town more than a mile above sea level, surrounded by mountains in the Bajio, Mexico's heartland, known for its postcard views and colonial architecture, the work of Spanish conquistadors who mined for silver here in the 1500s.

Its preserved historical core, El Centro, looks much the way it has since it was declared a national monument in 1926. All around are elaborate churches, gardens and fountains. A patchwork of low-rise stucco buildings line narrow, cobblestone streets free of neon signs and traffic lights but not traffic — the result of a boom that has turned San Miguel into a popular destination for Mexican as well as foreign tourists.

Ex-pats have been coming here since American Sterling Dickinson founded an art school, now the Instituto Allende, in the 1930s. The mixing of cultures has created a unique bicultural arts scene. Notices of literary workshops, theater performances, jazz festivals and chamber-music concerts fill several pages in the paper each week.

"It reminds me very much of when I was in college," says Bainbridge Island landscape designer David Lewis. He and his partner, artist George Little, recently bought their second house in San Miguel, a 3,500-square-foot colonial in El Centro with a swimming pool and view of La Parroquia, the town's Gothic-style cathedral. New York Magazine called San Miguel "the closest thing Mexico has to Florence," a description that might surprise those who think of Mexico as either touristy beach resorts or dusty villages where you can't drink the water, eat the food or get by without speaking Spanish.

Larry Sands for years refused to visit the town his wife, Camie Sands, says was "always sitting there as this perfect little spot" ever since the first time she visited as a young girl after her uncle moved to San Miguel and married a Mexican woman.

"I had no desire," says Sands, 65, "because I'd been to Mexico," meaning Cancun, and decided that the flipflops-and-margarita scene was not for him. But after Camie Sands returned from a visit with news that she'd bought property as a 40th-birthday present to herself, he agreed to give it a try.

"I got here and I thought, 'I'm in Europe.' It put a spark in me, I guess," and it wasn't long thereafter that they put a 10-year retirement on fast-forward, rented out their home in Tacoma, and moved to San Miguel, leaving behind family, including his two adult children and two grandchildren.

Eight years later, they're in their second house — a $300,000, two-level home with a rooftop deck on the edge of El Centro where they live with their four dogs, two cats and a parrot.

They pay a part-time housekeeper $80 a week, an affordable luxury that allows them to pursue new part-time second careers. Camie, 52, is directing this year's Chamber Music Festival, publishes a walking and shopping guide and runs a company called Simply San Miguel that specializes in custom tours. Larry Sands recently built two rental houses and formed a business helping people troubleshoot construction jobs.

The grandchildren visit during the summer. Most of their friends are other Americans, but they're hoping their network of Mexican friends expands as their Spanish improves. Apart from trying to learn the language, Larry says the hardest part was overcoming his perceptions not only about Mexico but also about Mexicans.

"You'll see the young men with their tight bandannas, walking down the street, scowling . . . I just kept trying . . . saying 'Buenos dias. Come está?' and they lightened up. That was a big thing for me."

TONY COHAN, the author of "On Mexican Time," a book chronicling his and his wife's move from California to San Miguel, quotes a friend as posing this question in the mid-1980s:

"San Miguel has no surf, no nightlife, no airport . . . There are three television channels in Spanish with bad reception. There aren't enough phone lines or water. How popular can a town like this become?"

Two decades later, the answer lies behind stucco walls and wooden doors where hidden courtyards lead to stunning, million-dollar homes in buildings where three or four Mexican families once lived.

El Centro's cobbled streets are lined with Italian bistros, Irish pubs. A Starbucks just opened across from El Jardín, the central plaza. Ringing the historical center are new condos, a shopping mall and gated communities filled with mega-mansions. Plans are under way for a hotel and condo complex next to the Instituto Allende. A golf resort is in the works.

Pack a little patience along with your pesos, and most everything anyone could want is available.

There's wireless Internet and cable television. A computer phone system called Vonage lets people keep their U.S. numbers, and make and receive calls with no long-distance charges.

The local Costco carries Kirkland-brand wild Alaskan salmon. Block-watch programs keep the crime rate lower than in many U.S. cities. A private postal service assigns people a mailing address in Loredo, Texas, then trucks the mail across the border so letters arrive in two days.

"San Miguel has changed tremendously in the past six years," says Judith Gill, a founder of City People's Mercantile stores in Seattle. In 2002, 29 years after attending art school in San Miguel, Gill returned and bought a furnished house for $200,000 in a Mexican neighborhood where chickens and roosters still wander the streets.

The house has doubled in value, and about half her neighbors are gringos. To an outsider, it sometimes looks as if every other person walking in El Centro is a foreigner, yet ex-pats number just 10 percent of San Miguel's 100,000 residents.

"You can be in San Miguel," says Gill, "and still have a sense that you're very much a minority, which you are."

IT TAKES Gordon Logan just 10 minutes to drive his Chevy to the "other San Miguel," a dusty village a few miles out of El Centro where he joins volunteers for Casita Linda — the Mexican version of Habitat for Humanity — building a home for a family living next door in a lean-to made from scraps of tin and metal.

"The municipality of San Miguel has 531 villages in it, and those villages out there . . . one half of them don't have water," says Muriel Logan, 60, a former international human-resources coordinator with the Christian relief organization World Concern. "Most of them have no electricity. They have nothing."

It's not the San Miguel travel magazines splash on their covers, but for retirees with time to spare, it translates into dozens of volunteer opportunities, from working on environmental projects to teaching English.

Settled into their jobs and living in a Craftsman-style bungalow in Seattle's Montlake neighborhood, the Logans hadn't given much thought to Mexico as a place to live.

"We weren't talking about retirement at all," recalls Muriel Logan. Then shortly after they got home from a vacation to San Miguel in 2001, Gordon lost his job as a commercial property manager.

"The choice was to either try and find another job in a down market or retire," he says. "We talked to a number of advisers, and the final decision was that it would be better if we had more money, but we could probably do it with what we had . . . in Mexico."

Muriel Logan, a gourmet cook, writer and linguist, pictured them someday settling in Europe or even Tunisia, where she spent a summer studying Arabic.

"When he said 'Mexico,' I said, 'I don't know about San Miguel.' I've always lived near the water . . . I wasn't sure this is where we needed to be."

Nearly six years later, they're certain it is. They transformed a run-down house into an airy, two-story retreat with a gas fireplace, an open-air patio with an arched portico, a kitchen decorated with handcrafted tiles and a guest cottage — all for $160,000, including the land. Charity work and a Bible-study group keep them busy, and they both have new part-time careers. He parlayed his experience in real estate into a construction consulting business. She's started an online hospitality and home-exchange business.

Like the Camps, they wrestle with the decision about how to pay for medical care. They dropped their Blue Cross insurance after Muriel had a hip replacement three years ago. Now they basically pay out of pocket, with the exception of a $2,000-a-year catastrophic policy on Gordon, 62. "We had two main options, one to go to the States and pay the deductible and the co-payments or have it done in Queretero (a town nearby) by a German surgeon there who's done 4,500 hip replacements and has his own clinic," Muriel recalls.

"Looking at the costs, we decided it would be much less expensive to have it done here, and pay for it straight." The bill, written on the back of a piece of paper and handed to them when they left the clinic, came to $8,000 for everything.

"THERE ARE complex reasons people choose to make their home outside the United States," says Margo Lane, 66. Not all of them are economic.

A grandmother of two and a former bank executive, she drew on her travel experiences to prepare her for her ultimate adventure, a decision stoked by a post-divorce solo backpacking trip in the Middle East and Southeast Asia.

Sometime in the early '90s, around the time George Bush Sr. was elected and the banking industry was in upheaval, she remembers saying to herself, "I don't want to live here anymore."

On the recommendation of George Little and David Lewis, her neighbors on Bainbridge Island where she owned a condo, she came to San Miguel for the first time in April 2006. Four days later, she bought a house under construction in a neighborhood of modest bungalows built 30 years ago as subsidized housing for teachers.

Making the long drive to Mexico in her Prius with her dog, Teva, two months later, she pulled in late at night expecting to see a finished home. Instead, she found construction workers camped out in the living room. With no place to go because the hotels and B&Bs wouldn't allow her 70-pound dog, she spent her first night in the house with the workers.

Two weeks later, she moved in, but went three months without a kitchen. Later, she became ill and lost 18 pounds. It turned out that her water-filtering system had been installed backward. "I was drinking water straight out of the tap."

Margo Lane will tell you that Mexico is not Disneyland. But after two years here, she says she wakes up every morning smiling.

Maybe it's the weather, or her classes in photography and Spanish, or just the energy she feels as she walks through the Jardín on Saturday nights listening to the mariachi music. Settled into her neighborhood of mostly Mexican families, she lives comfortably in a three-bedroom house, painted mint green, with a fountain gurgling in the courtyard and a sunny rooftop deck.

Her "safety net" is a group of six American women who keep each other's keys and check in on each other, but she has friends of all ages. One is a 91-year-old neighbor who plays golf four times a week.

A highlight was spending her first Christmas Eve in San Miguel with the family of the Mexican man who helped her find her house.

With a daughter in the San Francisco Bay Area and a son in Kirkland, she's grown to think of "home" as the place where she feels warm, happy and safe.

"I felt it was home from the day I arrived," she says. "My country will always be the U.S., but my home is San Miguel."

It's not much fun being a wallflower anywhere, least of all in a Mexican nightclub. But here I am, sola, alone, sitting at a table.

The flare of the disco ball highlights my situation. I haven't been invited to the dance floor. I am nursing my hurt ego - not to mention my third (very good) margarita - and lack the courage to join the dancing fray.

What I lack in spunk I make up for in unashamed ogling skills - and there's much at which to gawp. The Mexican girls, who've poured themselves into designer jeans and tight red tops, shake their booties to the salsa beat.

The male Ricky Martin lookalikes lead the girls and perform their own funky flourishes with practised flair.

Mexicans love any excuse to party but strong class divisions determine when and how they whoop it up.

The wealthy flash their cash at cool bars and nightclubs. Less well-off folk usually spend festivals and celebrations with their families; on other days the men frequent cantinas, the traditional drinking dens.

But nightlife isn't associated just with the touristy coastal towns or Mexico City. I am in the Northern Central Highlands, several hours north-west of Mexico City, which features the picturesque colonial towns of Queretaro, San Miguel de Allende, Guanajuato and Zacatecas.

The region is also known as the Cradle of Independence owing to the importance the region played in Mexico's independence movement in 1821.

I didn't intend to bar-hop my way through this stunning region; it just happened. But it's hard to avoid bars in a place that, like New York, never sleeps.

Mexico's nightlife can be divided into four categories: the Western-style pub, the trendy nightclub, the cosmopolitan bar - often distinguished by a theme - and the classic drinking dive, the Mexican cantina. Each has a culture, clientele and ambience all of its own.

I quickly learn the local rules. Arrive late. (11pm is OK but the later, the better.)

The "happening" bars are open until about 5am while the more sober establishments close at about 2am. Expect to pay a cover charge of between 100 (NZ$14) to 300 Mexican pesos if you're male, less or nothing if you're female.

Even in the hippest places the music is best described as eclectic - hip-hop, jazz, hard rock and salsa. And be warned: Billy Joel, Elton John and Blondie are still popular here.

As for the drinks: beer is a favourite and commonly served with a wedge of lime and salt on the rim. Or try the local beverage, the micholada (beer, chilli salsa and lime juice).

Wine is ultra-pricey so vino drinkers should opt for the dirt-cheap cocktails instead. Tequila and mezcal (the one with the worm) are popular but extremely strong.

My first stop is San Miguel de Allende, a popular haven for wealthy American expatriates. It boasts bars of all kinds sprinkled throughout its quaint streets.

The Irish pub, the ubiquitous Limerick, serves Guinness. Here, travellers and locals who "do" grunge mingle in a smoky haze over the pool tables.

I don't like this place's bum-on-sticky-seat factor. I move on to popular pub-cum-bar Mama Mia.

The stone patios and many rooms of this impressive colonial building are perennially jammed with people. I head to the more sedate upstairs terrace bar for a superb view of colonial rooftops.

From where I sit I can see 20-somethings queuing in the street waiting to enter San Miguel's upscale disco, El Grito.

El Grito means "the shout", a play on the historic call for independence in 1810; a huge bronze face with an open mouth looms over the club's entrance. The only shouting around here is that of the clients, who yell to each other over the blaring music (mainly Latin and American dance tunes).

Or so people tell me - I don't make it past the front door, thanks to the doormen. Mexican bouncers are fickle in their choice of clients. Or perhaps they don't like my Birkenstocks. As far as fashion goes, these clubs are like their Sydney counterparts - one day hot, the next not.

I leave San Miguel's nightlife to hit the clubs of the university city of Guanajuato. Many of the city's 20,000 students prepare for their nocturnal "studies" with a siesta.

On Thursday, Guanajuato's big night out, I slink into Cuba Mia, a salsa club deceptively housed in a historic building. Disco balls hang from the ceiling of a dimly lit room and students crowd tables lining a large dance floor.

Young Mexicans here are among the country's best dirty dancers. Being deemed a good dancer is like being declared best on the field at a Sydney cricket match - it earns you street credibility.

It's here I experience my wallflower moment - clearly I don't make the grade.

In Zacatecas, a handsome colonial city with a vibrant cultural scene, my liver gets a workout in some of the city's convivial, themed drinking spots.

The city's best-known nightclub, the La Mina Club, is housed in the rocky vault of a former silver mine, 180metres within the tunnel. It's a mecca for backpackers and local partygoers, who rumble in on a small train.

Bar stools surround individual tables and purple, green and red spotlights provide mood lighting. The crowd bop to a mix of electronic music followed by disco diva-style Spanish pop.

It's no fun for me, however - I'm claustrophobic; I can't dig in here for the night. Instead I meet a friend at Cantina 15 Letras - not a cantina in the traditional sense but a bar known for its clientele of local bohemians, artists and poets. The cramped room is lined with historical photos of Zacatecas and highlights local artworks. My friend Javier is himself a local instalment artist.

We sit at the bar and discuss his day. He's co-ordinating an advertisement for a local brewery and is about to film the ad's final segment in a nearby bar, El Paraiso. I accept his invitation to watch.

El Paraiso is a smart and softly lit bar with a martini-drinking clientele mostly in its 30s. I down a margarita as the film crew sets up.

Suddenly I'm ushered into a drinking booth with two strangers. The camera is in front of us. I am to appear in the advertisement. Clearly, something has been lost in translation.

"I am here to observe," I say in a panic. "Besides," I slur through a cocktail haze, "there's one small hitch: I don't drink beer."

"No hay problema!" Javier replies as he plonks a pint-sized glass of the local brew before me. We - the accidental actors - are instructed to turn this way and that. The camera rolls. My acting skills are worse than a Mexican soap opera star's, shockingly amateurish at best. I pray this segment will end up on the cutting room floor.

The next night I opt for a less public haunt, Bar Huracan, a strange and wonderful tribute to Huracan, Mexico's favourite champion of lucha libre (Mexican wrestling).

He is identified by his facial wrestling mask, a mix between Anthony Hopkins's mask in The Silence Of The Lambs and a fencer's visor.

The walls are covered in hip, '60s-style floral wallpaper superimposed with images of Huracan. And it's fun, at least for two students who are fighting their way through the bar's gimmick: a large cylinder called a misil, filled with 3½ litres of beer.

Although not officially a nightclub it would be remiss not to mention the cantina, the quintessential Mexican drinking dive with swinging doors and basic wooden interiors. In country towns, especially on market days, men still ride into small towns on horseback to down a few drinks, parking the horse outside.

My cantina experience lasts just three seconds - the time it takes to peek in and retract my head, Road Runner-style, from the swinging doors. Cantinas are men-only watering holes in every respect. An open urinal stands next to the bar, propped like a postmodern sculpture.

But back to Mexican nightlife. My advice is to follow the old adage "when in Mexico". Cantinas may be out for solo women but in Mexico's Northern Central Highlands there's no beating the slinky salsa clubs.

Back in Australia I'm drying out my liver. I'm also taking dance lessons with hip-mover extraordinaire, Serge.

It's a far cry from the clubs of Mexico - Serge is Ukrainian and classes are in a church hall - but, hey, it's a start.

When followed with knowledge, mistakes can be avoided. 2)DO NOT ASSUME ANYTHING. Check out records and verify facts. Consult with professionals who have been recommended. Loyalty to a compatible real estate agent can be an asset as you search for the correct property. Consult with an attorney after the choice is made to protect your interests. 3)Before searching for the ideal property, create a list of ten desirable requirements such as a range of size, location, style and price. Be specific. Know what you want and share your desires with your agent. If you find something attractive on the internet, ask your agent to include it in the search. DO NOT TRY TO PURCHASE A PROPERTY THAT IS FOR SALE BY OWNER. There are properties that are in litigation or do not have clear title or that have a problem that could become yours if you do not have adequate guidance. 4)Be flexible. If the buyer is a foreigner and the seller is a Mexican, it is important for each party to be considerate of the mind set of the other. An American buyer may have to release earnest money to the Mexican seller earlier than he would in the States because the Mexican expects a huge down payment prior to the final closing. It takes negotiated consideration to keep both the buyer and seller satisfied. Both parties need to be flexible. Be open to an easy solution to a potential problem. A buyer said, “I like everything about the house, but there’s no place for my china cabinet.” Moving the china cabinet into the den or buying a smaller one could be possible answers to the problem. Another purchaser said, “I need to have possession of the property before Christmas.” He changed his mind when the seller offered to include the pool table in the purchase price if he would wait to take possession in January. 5)Be Creative. Examine the property with a creative mind. Imagine the property with your decorating ideas and style. What would the fireplace look like with a mantle? Or a cabinet built-in around it? If the dining room wall were painted white, would the room look bigger? A recent buyer removed a cement block living room wall to install picture windows thereby opening up a dazzling view of the ocean. Possibilities are boundless to a creative mind. Look beyond what exists to create new possibilities. 6) Inspect the property—Approve a formal structural inspection as well as a review of the CC & Rs, the codes, covenants and restrictions attached to the property. 7)Negotiate an agreement in writing. If each point in the agreement is not in writing, it does not exist. “The seller said he would fix the leak under the sink, but it still leaks,” complained a buyer. There is no recourse if the promise was not written as part of the signed formal agreement and checked off as completed before final disbursement of funds. 8)Become a legal immigrant. Obtain a tourist visa, called an FM-T, at the border, immigration office in Mexico, or a Mexican consulate near your home town. It costs approximately $20 and is easy to obtain with a driver’s license or passport. In addition, apply for an FM-3, a visa giving you legal alien status for one year at a time. The requirements for the FM-3 include a bank statement showing a minimum monthly income, photos, and a minimum amount in a Mexican bank account. The FM-3 becomes your official Mexican identification and is used in the closing process. 9)Calculate closing costs. Be prepared for 4%-6% of the price for closing costs.Rosarito has a 2% transfer tax on all real estate calculated on the appraised value which is typically lower than the sales price. Don’t think you’ve paid too much for the property because the appraisal is low. That is not the case. In Mexico, costs of closing are kept more reasonable when the appraisal is less than the sales price. All fees, including those of the notary, are calculated on a percentage of the appraised value of the property. 10)Choose a bank for your bank trust. Bank trust fees vary from bank to bank. Origination fees and rules for yearly payments may differ. With guidance from your real estate agent and/or attorney, make an educated choice of a bank to use. 11) Use a notary to preside over the closing. The notary in Mexico has been appointed by the governor of the state to preside over real estate transfers. He has the authority to witness transactions and officially record them in the municipal records. He is a highly respected official who gives veracity to a real estate transfer. 12) Enjoy possession of your new beach property! If the above steps are taken, you will be secure in purchasing property in Mexico. If you buy now, during a buyer’s market when choices are plentiful and prices have declined, you will be able to take advantage of the rare opportunities that exist in this market. Eventually, when the trend shifts back to a seller’s market, you will be in a favorable position. You can say, “I bought when the market was right,” rather than, “I should have bought when . . .” Now you can enjoy the fruits of owning a beach property. You may even be in a position to obtain appreciation of your beach home through the years of enjoyment.

When in Mexico, do as Americans do?
SAN MIGUEL DE ALLENDE, GUANAJUATO, MEXICO — It's an early Tuesday morning as I'm walking through the Jardin, San Miguel de Allende's main plaza. City workers are sweeping the cobblestone streets and walkways with soapy water. Street vendors park their food carts and begin slicing fresh watermelon, mangos, cucumbers, and jicama, later to be served with a sprinkle of lime and chili spices. Women young and old start assembling on the sidewalk, placing dried flower arrangements in woven baskets. I am headed to Starbucks. Say it ain't so, but there it is. A cup of Americana on the corner of Hidalgo and Canal streets. While the sight of Americans in San Miguel de Allende is commonplace, all things American not so much. A year ago, a small Domino's Pizza was the lone U.S. import, but in the span of a few short months, Starbucks, Subway and McDonald's have all taken up residence is this charming colonial town in the heart of Mexico. And there goes the sanctuary. McDonald's is obscurely located in a shopping center on the city's outskirts, but San Miguel's Starbucks is in the historic Casa Canal building in the Jardin, and the large logo immediately looks foreign. It's not the only thing that seems awry. It's 8:30 a.m., and while most U.S. Starbucks are hopping, the large café is deserted. Perhaps everyone's sleeping in, but other than a lone Mexican businessman working on his laptop, the only patrons are an American couple. Bill and Michelle Holstein from San Francisco tell me they bought their first home in San Miguel four years ago, and this is their first and last time at this Starbucks. “A lot of our friends are boycotting it,” Bill says. “We had to check it out, but this is the only time we'll come in. It's a shame. I think it's the beginning of the end. Starbucks, Subway. What's next? Gap and Banana Republic?” he asks. Later, I venture across the Jardin to nearby Sollano street, site of “La Ventana,” which literally translates to “the window.” And that's exactly what it is — a walk-up window selling organic coffee from Chiapas, Mexico's southernmost state. Chet Kozlowski, a creative-writing professor who teaches at NYU and New York City College, is waiting for his Americano with cream. “You're not at Starbucks,” I say. “Why would I be?” Kozlowski asks. We walk the short distance back to the Jardin and sit on a bench for a chat. Kozlowski's story is similar to that of other Americans who fall in love with San Miguel. After visiting a friend a couple of years ago, Kozlowski bought a house of his own, visits about three times a year and plans to retire here. And while he frequents Starbucks in New York City on a daily basis, the professor says he's made an effort to buy local. “There's something comforting about Starbucks, but it's one of those things you're trying to get away from,” Kozlowski says. Although, as he points out, the beginning of the end of San Miguel probably started long before Starbucks, “when people like me started moving here.” San Miguel was named a national monument in 1926, and last month, the United Nations Educational, Scientific, and Cultural Organization (UNESCO) selected it as a World Heritage Site. So while there's nothing personal against Starbucks, a town whose central district has no traffic lights, no neon signs, and no billboards, has no need for venti-size lattes. Some may see corporate American arrivals as progress, but I say they're symbolic of the whittling away of a beautiful and magical Mexican culture. I've been coming to San Miguel every summer for almost a decade, and my American friends inevitably ask, “What do you do there?” Just get away, I say. Decompress and disconnect. Slow down. Turn off my cell phone. Walk to and from lunch, and then take a siesta. Practice my español. Become healthy and whole. As Kozlowski says, “San Miguel fulfills a spiritual need that's not easy to achieve.”

Mexican town feeling impact of "immigrants" SAN MIGUEL de ALLENDE, Mexico — They drive on four-wheelers through this picturesque town in the highlands of the central state of Guanajuato. Some of them are seen many times wobbling along the cobblestone-lined streets, balancing the margarita in their plastic cups as much as themselves. Many of them refuse to speak the local language, even if they have called this place home for years. Some of them may even be here illegally. I’m not talking about the poor Indians from the southern states of Oaxaca or Chiapas who come here to peddle their wares, although there are many of them here, too. No, I’m talking about the North Americans — Canadians and U.S. citizens — who make up about 10 percent, and growing, of the town’s 140,000 population. I’ve written numerous times about the efforts in many U.S. cities that want to stop the proliferation of "illegal" immigrants in their communities because of what they call the ills that they bring to society: overcrowding the schools and hospitals on U.S. taxpayers’ dime; the social problems because they refuse to learn English; the cultural issues because they will never assimilate. In this town, there has been little, if any, of that backlash because of the American influx. I predict, however, that that will change as more and more of those baby boomers looking to stretch their retirement dollars in expatriate colonies in San Miguel, Lake Chapala in the state of Jalisco, and in the state of Sonora along the Sea of Cortéz. As for San Miguel, Americans have been coming here for decades, the process not unlike those going to the United States from Mexico. A few came here, liked the town and found that they could prosper. They then called a few friends, who joined them. And that’s understandable. San Miguel can be intoxicating for those whose only references to Mexico are the border towns, large metropolitan centers or all-inclusive resorts along the coasts. There is a great arid climate; it’s clean and relatively safe — there’s even a Starbucks in town. The people are friendly and welcoming. Like most Mexican towns, the life in San Miguel centers on the activity in the main town square, or plaza, that is home to a Catholic cathedral on one side, the city government on the other side, and restaurants and shops on the other two. There is a gazebo in the center and vendors all around. People-watching can be done from the cafes or wrought-iron benches placed strategically under numerous shade trees. I was not disappointed in my latest visit. There were kids trying to bounce small rubber balls as high as they could while others were trying to navigate through rows of kernels on their chile-spiced corn on the cob. Others — young and old — were licking away at ice cream before the heat got to it. In the evening, hundreds of people sat and watched outdoor movies as part of a monthlong film festival, which culminated with a fireworks display over downtown that silhouetted the church and evoked memories of the day-ending parade at Disneyland. As I soaked it all in, I saw the mix of people: Mexicans residents from San Miguel and elsewhere speaking Spanish; and North Americans, blond, blue-eyed tourists visiting, perhaps, for the first time, or those who may have homes here and who were more comfortable speaking English. And it didn’t matter if those norte americanos were here legally or illegally — those non-Mexicans who have misplaced their temporary Mexican tourist visas or have not renewed other residency paperwork documents in years. To most San Miguel residents, many of the expatriates have provided an economic lifeline to a town and a region — "the cradle of Mexican independence" as it is called — that has seen many of its own young men cross the Rio Grande. But if you listen to workers in restaurants, hotels and shops, you understand that it is a double-edged sword. With the economic stimulus brought by Americans, there is also a gradual sense of loss, not only of the language and the culture, but also of the infrastructure that many Americans criticize Mexico for not doing a better job with in order to keep its people home: the economy. Although Americans are not crowding schools or hospitals, they are driving up prices not only for real estate, but also for other goods and services. It’s basic economics that center on supply and demand. "For example," says Adolfo Tovar, who has been driving a taxi for 13 years, "a piece of land that used to cost $5,000 you can’t touch for $50,000." I’m talking dollars here, not pesos. Many families here certainly are appreciative of the U.S. tourists and entrepreneurs and what they have brought to the community. They are concerned, however, that their own children will be hard-pressed to call San Miguel home in the next generation or so. To do so they will have to do one thing that they will be criticized for. For survival, they will have to borrow money, lots of it, and go north — border wall or not — to find ways to feed families who are living in a town that has gotten more expensive because of the influx of Americans. "Pretty soon," Tovar says, "all of us Mexicans are the ones who are going to need a passport or a visa to even live here." Does that rhetoric sound familiar?
